The National Priority Programme (NPP) ‘Strengthening Local Institutions’  is designed to provide  the means to help the Afghan Government (GIRoA) respond to popular aspirations for governance and development.  It builds  on  existing,  successful  initiatives  under  the  banner  of  the  Ministry  of  Rural  Rehabilitation  and Development  (MRRD)  to  better  ground  and  institutionalise  local  development  bodies  at  community  and district  level.  Specifically,  it  further  builds  the  capacity  for  development  of  the  Community Development
Councils (CDCs), Cluster Community Development Councils (CCDCs) and District Development Assemblies (DDAs), while creating linkages between all three bodies.
