Energy consumption patterns in rural Afghanistan show one of the lowest per capita energy consumption rates in the world. Most of the energy is derived from traditional sources like firewood, animal waste and agricultural residues. Less than 15% of the rural population has access to modern sources of energy such as electricity. Access to electricity and other modern forms of energy sources are a prerequisite for meeting Afghanistan’s Millennium Development Goals. Provision of energy services has been recognized as a priority by the Government of Afghanistan in its major policy documents.  In this context, UNDP is supporting the MRRD in capacity development and policy related activities through ERDA, which is a component of NABDP. ERDA will also support MRRD in identifying best practices from around the world and launching innovative pilot projects to establish their efficacy in an Afghanistan-specific context. ERDA will help achieve the following outputs:

:: Energy for Rural Development Afghanistan (ERDA) ::

Less than 15% of the rural population has access to modern sources of energy such as electricity. Access to electricity and other modern forms of energy sources are a prerequisite for meeting Afghanistan’s Millennium Development Goals. Provision of energy services has been recognized as a priority by the Government of Afghanistan in its major policy documents.  In this context, UNDP is supporting the MRRD in capacity development and policy related activities through ERDA, which is a component of NABDP. ERDA will help achieve the following outputs:

  • Pilot energy projects: ERDA will support the communities of selected provinces to plan, install, operate and manage rural energy systems. The acceptability of different renewable energy technologies such as micro-hydro, solar photovoltaic, wind energy, biogas, improved cooking stoves and hybrids will be tested and sustainability concerns such as technical and financial viability, community ownership, environmental concerns and improved socio-economic conditions will also be addressed.

 

  • Capacity development: Capacity for coordination, project identification, planning, implementation, monitoring and sustainable operation of energy systems and services at different levels of governance will be enhanced.

 

  • Policy review: Policies and strategies on rural and renewable energy development in Afghanistan will be formulated.

 

ERDA activities commenced in February 2008. Currently, ERDA is supporting 10 communities in Bamyan and Badakhshan Provinces to install and manage micro hydropower plants (MHPs). ERDA has also undertaken identification and pre-feasibility survey of potential MHPs in Baghlan, Ghor, Nangarhar and Kabul.

 

ERDA has developed technical guidelines for MHPs, including formats for pre-feasibility and detailed feasibility studies. Similarly, ERDA has prepared guidelines for implementation of energy projects and operation and management manual for micro hydropower plants. Besides, ERDA is supporting MRRD's Rural Energy and Enterprise Department (REED) to undertake assessment of energy projects (micro hydropower, diesel and solar photovoltaics) installed with MRRD’s support.

 

On the policy side, ERDA has provided inputs on the rural energy sub-sector of the draft of Afghanistan National Development Strategy (ANDS). ERDA also has prepared the draft micro hydropower development policy for MRRD.
