District development planning is an MRRD initiative to
identify priority needs using a bottom-up approach.
Through this process facilitated by National Area-Based
Development Program of MRRD, a District Development
Assembly is established for each district of Afghanistan
followed by each DDA members formulating a development
plan for their district called District Development Plan
(DDP). DDA/DDP has covered 70% of all the districts in
the country. The rest of the districts are being covered
until end 2008.

Provincial Development plans are the successful output
of the assignment given by ANDS to the Ministry of Rural
Rehabilitation and Development to identify the priority
needs at the provincial level through a participatory
and people-focused approach titled as Sub-National
Consultation (SNC). In less than six months, MRRD’s
National Area-Based Development Programme was able to
create the provincial development plans and hand them
over to ANDS. Now, every donor can select the projects
of their interest from each of the comprehensive
provincial development plans available on this website.
