District development
planning is an MRRD initiative to identify priority
needs using a bottom-up approach. Through this process
facilitated by National Area-Based Development Program
of MRRD, a District Development Assembly is established
for each district of Afghanistan followed by each DDA
members formulating a development plan for their
district called District Development Plan (DDP). DDA/DDP
has covered 95% of all the districts in the country. The
rest of the districts are being covered until end 2011.
